Preheat oven to 375 degrees.
Brown meat with peppers. Drain.
Stir in salsa, corn, and tomatoes. Bring to a boil.
Spoon 1 cup of the meat mixture into the bottom of a 13 × 9-inch baking dish.
Top with 6 tortillas, overlapping as necessary.
Spoon half of the remaining meat mixture and half of the cheese over the tortillas.
Top with the remaining 6 tortillas and the remaining meat mixture.
Cover with foil and bake for 25 to 30 minutes.
Sprinkle with the remaining cheese before serving.
There are lots of ways to modify this recipe. I used 4 large tortillas, quartered, and diced tomatoes with peppers added. I also found a spiced mixed vegetable mixture with black beans at Wal-Mart that was great and, when that wasn’t available, added a can of black beans.
